These piquillo peppers arrive already stuffed with bonito del norte bound into a béchamel-style filling of milk, butter and flour, then bathed in a tomato and vegetable sauce cut with white wine and olive oil. It is a finished dish straight out of the tin, best warmed through gently and eaten as it is rather than built into anything else.
