These are sardinillas, the smallest grade of Galician sardine, packed whole in olive oil with guindilla chili worked through the tin rather than added as an afterthought. The chili turns the oil itself into a slow-burning dressing, best mopped up on warm toast where the spiced oil has somewhere to go.
